Buenos Aires, July 28, 2025 — In a landmark diplomatic move, Argentine President Javier Milei signed a Declaration of Intent with the United States on Monday to begin the country’s entry into the Visa Waiver Program (VWP). If successful, this initiative will allow Argentine citizens to enter the U.S. without a visa for tourism or business stays of up to 90 days.

High-Level Meeting in Buenos Aires

The signing ceremony took place at Casa Rosada, where Milei met with Kristi Noem, Secretary of Homeland Security under President Donald Trump. Argentine Foreign Minister Gerardo Werthein and Security Minister Patricia Bullrich also participated in the meeting and co-signed the document with Noem.

Requirements and Evaluation Process

The U.S. Department of Homeland Security emphasized that joining the VWP is a rigorous process requiring Argentina to meet stringent standards in border control, counterterrorism, and secure travel documentation. Key criteria include:

Non-immigrant visa refusal rate under 3%

Strong collaboration with U.S. security agencies

Issuance of biometric electronic passports

Low rate of visa overstays (Argentina currently leads the region in this metric)

Regional and Historical Context

Argentina was previously part of the VWP between 1996 and 2002, but was removed following the country’s 2001 financial crisis. As of now, Chile remains the only South American country in the program, alongside 41 others from Europe, Asia, and Oceania.

What Is the Visa Waiver Program?

Citizens of VWP member countries can enter the U.S. without a visa but must apply for an Electronic System for Travel Authorization (ESTA) online. The application fee is $21 USD, and travelers who have visited countries like Iran, Syria, North Korea, or Cuba after certain dates may not be eligible.

Kristi Noem praised Milei’s leadership, saying “Argentina is becoming an even stronger ally of the United States” and the agreement promotes “lawful travel while discouraging threats.” Minister Bullrich celebrated the move as a step toward “more freedom, more integration, more exchange.”
