New York, September 22, 2025 — As the United Nations kicks off its High-Level Week at the General Assembly, the organization marks its 80th anniversary facing what senior officials have described as an “existential challenge” in funding.

The UN is undergoing a profound institutional overhaul, driven by a severe budgetary crisis that threatens its operational capacity and its role as the cornerstone of global multilateralism.

 Financial Crisis: A Structural Blow

The UN’s financial stability has been severely undermined by mounting arrears and non-payments from member states, with the United States—under President Donald Trump—being the most notable absentee. Washington owes $430 million from the 2024 regular budget and has withheld contributions for the current year, severely impacting bodies like the Human Rights Council.

The most immediate effects are being felt in humanitarian agencies. The World Food Programme (WFP), which previously received 40% of its funding from the U.S., is facing cuts that could leave millions without aid in critical regions such as Gaza, Sudan, Haiti, and Ukraine.

Restructuring Plan: Less Bureaucracy, More Efficiency

Secretary-General António Guterres has launched the “UN80” initiative, a comprehensive reform strategy aimed at modernizing the multilateral system. Key measures include:

A reduced total budget of $3.427 billion for 2026—$600 million less than in 2025.

Elimination of 2,887 staff positions.

Relocation of administrative functions from New York and Geneva to more cost-effective cities such as Nairobi, Bangkok, Valencia, and Brindisi.

In a letter to member states, Guterres emphasized that new allocations will prioritize international peace and security, human rights, and sustainable development, while acknowledging that “these revised estimates cannot resolve the liquidity crisis.”

New Challenges: AI, Climate, and Armed Conflicts

The UN is striving to adapt to 21st-century challenges, including artificial intelligence regulation, climate change mitigation, and the proliferation of armed conflicts. World leaders are gathering this week in New York to address

pressing issues such as the war in Ukraine, the humanitarian crisis in Gaza, and the implementation of the two-state solution in the Middle East.

“This is the most critical moment we’ve faced in our entire history. Investments in cooperation and multilateralism have been replaced by increased national defense spending,” senior UN officials told journalists during a briefing in New York.

The High-Level Week not only commemorates a symbolic

milestone but may also determine the future of the organization in an increasingly fragmented and challenging global landscape.
